REQUEST FOR EXPRESSIONS OF INTEREST (EOI) (NONG HET 300 MW WIND POWER PLANT PROJECT IN XIENG KHOUANG PROVINCE, LAO PDR)

Dear Interested Parties,

Sao Mai Group (the “Project Developer”) hereby invites qualified and experienced contractors and equipment suppliers to submit Expressions of Interest (EOIs) for potential participation in the development of the Nong Het 300 MW Wind Power Project in Xieng Khouang Province, Lao PDR (the “Project”).

This EOI is issued solely for the purpose of assessing the capabilities and experience of potential partners and facilitating preliminary discussions for the Project. This EOI does not constitute a solicitation, invitation to tender, or commitment by the Project Developer to proceed with any procurement process or to enter into any contractual arrangement.

1. PROJECT OVERVIEW
The Project is under development with the following parameters:
- Project Name: Nong Het Wind Power Plant.
- Planned Installed Capacity: up to 300 MW.
- Location: Nong Het District, Xieng Khouang Province, Lao PDR.
- Indicative Survey Area: approximately 17920 ha.

2. SCOPE OF INTEREST
The Project Developer welcomes EOIs from entities with relevant experience in wind power and/or renewable energy projects, including but not limited to:
- Supply of wind turbine generators (WTGs) and associated electrical systems, including transformers, substations, and transmission infrastructure.
- EPC (Engineering, Procurement, and Construction) services.

3. INFORMATION TO BE PROVIDED
Interested parties are invited to submit EOIs including, but not limited to, the following information:
- Company profile, ownership structure, and organizational chart;
- Relevant experience in wind power and/or renewable energy projects;
- Track record of key projects undertaken within the past five (5) years;
- Technical capabilities and key personnel;
- The company’s financial capability;
- Any additional information deemed relevant.
