INVITATION FOR EXPRESSIONS OF INTEREST (EOI) FOR THE AN GIANG SOLAR POWER PLANT PROJECT

Dear Interested Parties,

Sao Mai Group (the "Project Developer") hereby invites qualified and experienced contractors, consultants, manufacturers and equipment suppliers to submit an Expression of Interest (EOI) for potential participation in the development and delivery of the An Giang Solar Power Plant Project (the "Project").

This invitation for EOI is issued solely for the purpose of assessing the capabilities and experience of potential partners and facilitating preliminary discussions for the Project. It does not constitute an invitation to bid, a request for proposal (RFP), a request for quotation (RFQ), or any commitment by the Project Developer to commence a procurement process or award any contract.

The Project Developer reserves the right to amend, suspend, cancel or terminate this EOI process at any time without prior notice. Submission of an EOI shall not create any contractual relationship, legal obligation or commitment between the Project Developer and any interested party.

1. Project Information

• Project Name: An Giang Solar Power Plant Project.
• Project Developer: Sao Mai Group
• Planned Installed Capacity: 80 MW.
• Project Location: Nui Cam Commune, An Giang Province, Vietnam.

2. Scope of Interest

The Project Developer invites eligible entities to express their interest in one or more of the following work packages:

2.1. Construction and Consulting Services:

• Engineering, Procurement, and Construction (EPC) Contractor;

• Civil and Electrical Construction Contractor;
• Construction Supervision Consultant.

2.2. Equipment Manufacturers and Suppliers:

• Supply of one or more of the following key equipment packages:
  • PV Modules;
  • Inverters;
  • Fixed Mounting Structures and Solar Tracking Systems;
  • Power Transformers;
  • Battery Energy Storage System (BESS);
  • Medium Voltage (MV) and Low Voltage (LV) Switchgear;
  • AC and DC Cables, Optical Fiber Cables, and Cable Accessories;
  • SCADA System, Power Plant Controller (PPC), and Meteorological Monitoring System;
  • Protection and Control Systems and Other Auxiliary Equipment for Solar Power Plants.

3. EOI Submission Requirements

3.1. For EPC Contractors, Civil Construction Contractors, and Construction Supervision Consultants.

• Company Profile, ownership structure, and organizational chart;
• Financial Statements for the most recent three (03) fiscal years;
• Enterprise Registration Certificate;
• List of utility-scale solar power projects completed or under execution within the most recent five (05) years.
• Key Personnel and Project Management Team Experience;
• Quality Management Certificates, Safety Certificates, and Relevant Professional Licenses (if any);
• Contact Information.

3.2. For Equipment Manufacturers and Suppliers

• Company Profile, ownership structure, and organizational chart;
• Financial Statements for the most recent three (03) fiscal years;
• Enterprise Registration Certificate;
• Product Catalogues and Technical Documentation;
• Quality Certificates, Certificates of Origin, and Relevant International Certifications;
• List of reference projects where the proposed equipment has been supplied;
• Warranty Policy, Technical Support and After-sales Services;
• Contact Information.

4. Submission of EOIs

Interested parties are invited to submit their EOIs in accordance with the following instructions:

Language of EOI Submission: Vietnamese or English.

Submission Deadline: No later than 17:00 (GMT+7), 15 September 2026.
